A rebuild kit is what you need for the carbs. It should contain the gaskets and the float needle valves, that should cure the flooding issue. The jets don't wear out but do become blocked, in particular the idle jets. A Haynes manual is a good investment as it will show you what you need to do and how to do it. A secondary in-line fuel filter is a good idea but there is already one where the "T" pipe feeds the carbs and is often overlooked. Don't be tempted to split the carbs. The TPS should not be disturbed unless absolutely necessary (hence the tamper-proof screws) and there is a procedure to re-calibrate it which has been pointed out here. There are also treatments to line the inside of the tank if it is very badly rusted, but usually a few soakings with Evaporust or something similar will do it.
There is no fuel pump on this bike, that did not come in until the F.I. bikes a few years later. Hopefully, you can save the petcock, if not, let me know.
