Additional Hole!?

New to me 1996 Trophy 900. Any Idea why a PO drilled this hole in the right footrest carrier/plate? Some aftermarket gizmo/farkle?

Looks like a piece of Body-work is missing.

Is it possible some one tried to make an access point to rear suspension adjuster.
I know they are an absolute pig to adjust.
Several large screw drivers a chisel a hammer and the removal of a large quantity of knuckle skin oh and a throbbing thumb later.
