My problem is when I turn on the gas, it runs out into the air filters. Whats the issue?
 
Stuck floats. The needle valves don't close when the carbs fill so fuel flows through the main jet out the carb. To fix you'll need to remove the carbs and pull the float bowls off amd then pull the floats out (single pin), clean the pin and the holes it goes through so the floats are free to move. Also replace your needle valves with new needle valves so they seal properly.

I have had the float bowls off several times,put new kits in both and have also polished the seats. Which can not be replaced. Do I need to get different carbs? If so, do you have a suggestion of what to replace with? I don't want to spend $2000. for new ones. Thanks.
 
If the floats are working and properly set the fuel should be shut off by the needle valves to prevent flooding of the float bowl. You might try removing the carbs, then set up an auxiliary tank to them off the bike to see if the needle valves are seating to shut the fuel off. From the original description it didn't sound like the floats were working at all. Also do the floats have an adjustable tab or are they factory set (basically just a plastic tab). If you can, take a pic of the floats you have and the needle valves. Some needle valves are soft tipped and some are all metal. Not familiar with what kind you have.

I did use the rebuild kit you refered. I also have the carbs off and alternate source for fuel. In a bucket of water I blow though fuel line and do not get any air bubbles with float bowls off. I put back together and gas just runs though. the needles are not sealing.
 
Are the floats in backwards?
 
Try taking the float out and float it in your bucket. Then gently push the needle closed with your finger and then turn the fuel on and see if the fuel comes out with your finger pressure on the needle.
 
You mention you polished the non-replaceable seat. Assuming the needle and seat are now good then possibly the float level is set too high after the polish job and over filling the float bowl. I find no mention about it being a problem with both carbs or just one. Polishing the seat removes material and the floats will have to raise the needle higher so if the float tabs were not reset this could also be a problem.
I replaced the CVK carbs with CRS for about half the cost of new CVKs on my scrambler. Never did like the way the CVKs worked.

The needles are soft tipped so they should seal against some imperfections. When you have the carb upside down and the float is pushing against the needle valve, the float should be about parallel to the bowl seat (gasketed area the float bowl is mounted to). If the floats drop further than that bend the tang until they are parallel and test again.
