Flickering lights

2011 speed triple 1050
I have a 2011 1050 speed triple that I have owned for 7 months. On thursday going to work I noticed the lights going dim then bright all the way to work. When I arrived at work the bike would not re start. I charged the battery and managed to get the bike home. I put my multimeter across the battery to see a reading of 11.8v and dropping. I ordered a replacement regulator/rectified on a next day delivery and fitted it on saturday with a new battery.
I started the bike and noticed that when cold all the lights where flickering until the choke came of. The charge rate is 13.7 volts. If I rev the engine the flickering starts again until the bike is back at idle.
Would a second hand regualtor need a few miles to settle down or could it be something else??

Sounds like a defective regulator to me. Not the first time I've seen something "new" defective right out of the box, and if it's a new to you used one, anyone's guess.
