That is very disappointing and hard to repair. It's tearing along the perforated seam holes caused by the sewing machine.
I had that happen to a pair of boots once and I could never repair it satisfactorily.
You might try using an epoxy or similar product and hold the leather hold in place until the product sets.
If that works, give it several days to really set up and hope for the best.
 
I can actually reach the inside tear. Might try some boot glove glue and a thread and needle.
 
Well I glued on the inside and sewed it along the seam the best I could.

Now I’ll let it dry. Perhaps I’ll get a season or two out of them.
