My 2017 Bobber has begun to struggle starting a cold engine, begins to turn the engine and fails and a few tries later will start it. Has a new battery, 3115 miles and serviced. Seems like a lazy starter.
Has anyone had this issue

I have seen new batteries that are weak or defective. Have you had it tested and do you use a trickle charger/battery tender during the colder weather?

Yes, I have a trickle charger and tested the new battery as well, both batteries are good. It seems the starter lacks the torque to turn a cold engine and then ok once the engine is warmed up!

Different batteries have differing CCA. (Cold cranking amps, i e., higher CCA can produce more torque through starter). Check the spec of yours, see if another battery with better CCA is available
Lithium batteries don't crank well if cold

How long has the bike been stood? Are you using E10 fuel?

Also one bit of advice Umar, I got from an AA patrolman, dont let it labour as it could knacker the sprag clutch.
